The Croatian food industry — from the dairies of Slavonia to the meat plants of Zagorje and the fish processors on the Adriatic — operates under constant audit. HACCP, BRC, IFS, FDA expectations for export, HALMED for the pharmaceutical borderline: all of them are asking more and more questions about floor drains as an environmental monitoring point.
The HACCP perspective
The HACCP (Hazard Analysis and Critical Control Points) system identifies biological, chemical and physical hazards in food production. Traditionally the focus has been on the product (contamination during the process) and on surfaces (equipment, work tops). Floor drains fall under 'environmental monitoring' — tracking contamination in the surroundings that can migrate into the product.
The main risks coming from a drain:
- Listeria monocytogenes — favours damp places, floor drains and biofilm
- Salmonella — survives in biofilm, with seasonal peaks
- Pseudomonas spp. — quality spoilage in dairy and meat products
- Fruit flies (Drosophila) — physical transfer from the drain onto open production lines
Is the drain a critical control point or a prerequisite programme
The answer depends on the hazard analysis carried out by the HACCP team. In most plants the drain is not a CCP for the finished product, because there is no critical limit that can be measured in real time and corrected before dispatch. It is, however, a recognised hazard source, and it has to appear in the documentation with that status.
- Prerequisite programme (PRP). Cleaning, disinfection, pest control and drain maintenance — this is where the drain normally belongs.
- Operational PRP. If the analysis shows that a drain in a high-care zone can contaminate open product, the measure moves up to an oPRP with a defined frequency, a named owner and a record.
- CCP. Rare, and only where a limit can be set for the drain that is genuinely measurable and correctable.
The auditor is not asking for the drain to be a CCP. The auditor is asking for the decision to be reasoned in the hazard analysis and for the control measure to match the assessed level of risk. Official control looks for the same thing — the sanitary inspectorate, and the veterinary inspectorate in plants under veterinary supervision.
BRC and IFS specifics
BRC Global Standard Food Safety v9 (2022) explicitly requires 'effective drainage' with the scope for water retention and biofilm kept to a minimum. IFS Food v8 (2023) requires 'effective control of pests and contaminants entering through floor drains'.
What auditors ask:
- Is there a documented procedure for cleaning and monitoring the drains?
- Who is responsible, and at what frequency is it done?
- What pest control programme covers the drainage pipework?
- Is there a mechanical barrier, or only chemical treatment?
- How are incidents documented (flies, odours, water that will not drain away)?

Specifics for the Croatian food industry
Croatian producers of milk, meat, poultry and fish products increasingly export to the EU and to neighbouring markets. That means:
- EU 1935/2004 — material safety for food contact
- EU 10/2011 — plastic materials in contact with food
- EU 178/2002 — general food law
- EU 528/2012 BPR — biocidal products (relevant to GD Uri-Tabs™ and GreenSwirl™)

Practical implementation on site
A typical plan for a mid-sized food plant (for example a 2,000 m² production hall):
- Risk mapping — categorising drains by zone (production, packing, sanitary facilities, cold store)
- Sizing inventory — usually a mix of 3", 3.5", 4" and 6" drains
- Pilot — one critical zone over 30 days with environmental swab monitoring
- Validation — Listeria/Salmonella swabs before and after, documented for the audit
- Roll-out and documentation in the HACCP plan
