The ministerial complex has hundreds of P-traps. A barracks is effectively a closed compound of its own. The maintenance team is stretched, the odours start, and procurement takes six months.
All procurement is conducted through the Electronic Public Procurement Bulletin Board (EOJN). The Public Procurement Act requires technical specifications to be clearly defined and prohibits references to a specific manufacturer or product, save in exceptional cases and then only with the words “or equivalent”. This makes it easier for solutions backed by recognised international standards to compete.
